ADS is the main policy and strategic framework for guiding the transformation of the country's agriculture sector in Nepal. After the launch of the ADS in 2015, the country transitioned to federalism and thus currently requires changes for improved decentralised implementation. All seven provinces have either prepared or are in different stages of preparation of their Provincial Agriculture Development Strategies (PADS). Issues, potentials, and priorities set by PADS also need to be incorporated into the national ADS. Therefore, the ADS document needs to be adjusted in line with the federal governance system and the provisions in the PADS.

Upon request by Ministry of Agriculture and Livestock Development (MOALD), and funding support by International Fund for Agriculture Development (IFAD), CEAPRED has provided TA to contribute to thematic area on Agri Business, Agricultural Value Chains, and trade in ADS. The overall scope of TA will cover both agroecological and non- agroecological agricultural commodities.  The TA will develop text for enhancing the relevant sections in the ADS that relate to agribusiness, value chains and trade from both an agroecological and non-agroecologicalperspective. The text will be developed based on both primary and secondary sources of information. Some information, specially related to policy, strategy and programs, will be collected from secondary sources through desk review. For primary data/information collection, appropriate tools such as field visits and observation, focus group discussion, key informant interview, consultation workshops/meetings and other suitable methods will be used. Concerned stakeholders will be consulted  at federal, provincial (all seven provinces), and local levels (selected Municipalities/Rural Municipalities).
